Can you trust Nova?

Do you think Nova is good? I have heard a lot of rumours about it, I'm sure all the rumours might not be true. But then Asahi Shimbun wrote that police raided the Nova offices because they are suspected to cheat their customers.

It's not necessarily the institution itself (though individuals may be in question), but the people who regulate private institutions. For example, I live in Los Angeles, and the school district K-12 is run by the Los Angeles Unified School District. LAUSD is a publicly-run school district, catering to the commons (the people) with checks and balance by the city, county, state and federal board of education. If anything is questionable, caveats (or safety measures) would prevent the school from being overly corrupt. Yes, there are some corrupt individuals, but in general, they're weeded out because of the regulations.  
 
On the other hands, we have for-profit school, (LAUSD is not-for-profit), and these school are required by law to follow guidelines to remain accredited. Yet a lot fall through the loop and students get ripped off. The same goes with Nova. Nova is a fine private institution, but because the department of education (Japan's education ministry) was lackadaisical, Nova collapsed.  
 
So to blame the teachers would be incorrect. Yet when an I.T. or math instructor with a bachelor's degree decides to teach English, with no formal training in English, nor a degree in English, teaching English in a private school, there tends to be mishaps and students tend to do poorly. I am an English major with a minor in I.T. I can go to Japan and teach English. But a student who graduated in physical education or French teaching English is highly questionable and guess what? The student fails. Is it the teacher's fault? Nope. He or she were hired. So whose is at fault? Look to the education leader at the Diet Building for not regulating the private educational sector, and maybe Nova can come back strong.
